Falling cadence, moderate tempo — the contempt is in the gap between "leadership" and the reality it describes. The rhythm doesn't linger; contempt doesn't grant the target that dignity.

The single-word sarcastic opener followed by dismissive observation — the rhythm is too fast for genuine anger, too sharp for indifference. That's contempt.
